Some years back his statements indicated that primarily the Russians had these weapons, and a couple other nations, of which the U.S. was NOT one. Then, as years passed by, his carefully guarded sources indicated that the number had increased to five, with the U.S. playing catch-up-ball as it belatedly woke up to the threat and entered the race in earnest. Now he estimates that 10 nations have active scalar weapons programs including China, and even rogue groups such as a consortium formed by the Japanese mafia and the Japanese “Aum Shinrikyo” cult.
