We need reliable information openly communicated between policymakers and the public on costs, impacts and trade-offs during the legislative/regulatory process. After legislation and regulations are created, we also rely on information communicated on the progress of other top emitters, so that “equitable sharing” can be assessed; on the advancements being made in science and technology; and on the outcomes of the interim assessments of results.
