Who has the authority to direct employees not to report to work?
Ultimately, this is under the authority of the Governor. The Governor may delegate this authority in his/her discretion and has currently delegated this authority to the Commissioner of the Department of Administration. The only exception is in the event of a state of emergency declared by properly-empowered authorities (e.g. police or fire officials). In such an event, employees are to follow the direction of such authorities.
