Who has ownership of the obligation plan and can ownership be changed?

Default ownership of the obligation plan is the MAJCOM. Ownership is changeable. The columns are located in the Project Table and are called AmountEstOblQ1, AmountEstOblQ2, AmountEstOblQ3, and AmountEstOblQ4. These need to be changed at the MAJCOM level if ownership is to be transferred to the installations.
