Only one person can have edit privileges for the facility’s Top-Screen at any one time. Initially ,the Preparer has exclusive edit privileges. Once the Preparer has finished inputting the necessary information, he/she sends the Top-Screen to the Submitter, who then assumes exclusive edit privileges. The Preparer no longer has edit privileges unless the Submitter returns the Top-Screen to the Preparer for revisions. The Authorizer and Reviewer never have edit privileges.
