Who has decided that the London Tideway Tunnels need to be built?

In March 2007 the Government instructed Thames Water to take forward a tunnel solution to reduce the impact of discharges of untreated sewage into the River Thames and its tributary the River Lee. The proposed Lee and Thames tunnels are needed to help ensure the UK can comply with the European Union’s Urban Wastewater Treatment Directive (UWWTD), which requires that sewage should be properly treated except under ‘exceptional’ conditions.
