Who gives out missions?
Missions are received from NPC groups in the city, such as hero groups and civil authorities. When a hero or team receives a mission, they are given a location to travel too and a time to be there. When they arrive and transition into the mission zone, they are alone in that zone and can not be affected or interrupted by any other players until the mission is over, either successfully or not.
