Maryland and Virginia ceded land to create Washington D.C. in 1790. However, Virginia received its portion back in 1847. EDIT: Well, no one specifically “gave up” the land. Thomas Jefferson and Alexander Hamilton had agreed that the site of the new capital should be in the South. Ultimately, President George Washington was given the authority to select the site by the Maryland and Virginia general assemblies. I guess you might also mean the land owners who were forced to give up land for the new city. There were about twenty of those, the most prominent of which was David Burns. They were all compensated for the land they lost.
