Ans: The Terms and conditions are to be finalised by the borrowing and the lending authority and only in cases of deviation should they be referred to the DOPT for clarification and that too after the approval of the Integrated Finance Wing has been obtained and seen by an officer not lower than the rank of Joint Secretary.
