Who do you contact to complain about Microsoft, ie to the government agency that regulate computer software?
There is no government agency that regulates computer software. The government has already sued Microsoft over alleged anti-competitive activities. It basically settled the matter for nothing. The European Union has successfully forced Microsoft to soon reveal the source code for Windows. However, that won’t solve your problem. Finally, you are under no obligation to use Microsoft products or operating systems. You can get by perfectly fine using Mac OS / Linux. Therefore, any complaining you do is an opinion, not a civil or criminal matter.
