Contract goals will be established based upon a process to be defined in ordinance. That process will start with a Goals Committee for each main type of construction (infrastructure, flatwork, vertical and professional services). City departments will present proposed contracts to the appropriate Goals Committee, along with their recommendations for specific project goals, based upon the demonstrated availability of M/WBEs to perform the anticipated scopes of each project’s subcontracting. The Goals Committee will forward its recommendations to the Director of the DSBO, who would make the final determination of project goals. The Goals Committees will consist of representatives from the construction, reconstruction and remodeling and professional design and construction services industries.
