• Human Resources and Skills Development Canada (HRSDC) has Labour Market Development Agreements (LMDA) with all provinces and territories that define how its employment programs known as Employment Benefits and Support Measures (EBSM) are to be delivered by each province or territory. • In Nova Scotia, New Brunswick, Newfoundland and Labrador, Prince Edward Island, Québec, Ontario, Manitoba, Saskatchewan, Alberta, the Northwest Territories, Nunavut, British Columbia or the Yukon, provincial and territorial governments deliver similar employment programs.
