In general, your City Council decides which provisions are included in your city’s plan of TMRS benefits. For a new city just starting participation in TMRS, the TMRS Act does require that certain provisions be included in the plan (for example: five-year vesting for cities joining after December 31, 2001). But for optional provisions such as Updated Service Credit for members and Annuity Increases for retirees, your City Council can elect to add or modify these provisions.
