Who decides where beings will be reborn?
Rebirth takes place according to one’s own actions or Karma. Whatever good or bad Karma, one has accumulated in one’s lifetime, re-birth will take place accordingly either in three higher realms or in three lower realms in Samsara. There is a belief that Yama (the king of death) decides where one should be born depending on one’s good and bad Karma. But when we analyze the situation properly, it is not Yama’s decision but one’s own Karma which decides where one will be born.
