Who decides is the Red Ribbon “Best Answer” when the voting process is over?

Askville scores answers on a five point scale and then your score is determined by averaging your votes (with the question asker’s vote being counted as two votes) and then rounding to the nearest whole number. That number determines your rating (5 = Great; 4 = Good; 3 = Okay; 2 = Weak; 1 = Awful). Please see this former askville question (particularly phototakeouter’s answer) and this Askville Blog entry for a more in-dephth description of the rating system If there is a tie the Askville FAQs say that Askville will first look to the question asker’s vote to break the tie and then will go to the answerer who answered first.
