Who decides if the low bidder is capable of performing the work?

The Construction Manager will pre-qualify the bidders to assure the Owner that a bidder is capable of performing the work. Once the bids are received and opened the Construction Manager will then review the quotations with bidders to insure that all the necessary items of work are included. In the event that the low bidder proves not to be capable of performing the work the Construction Manager will advise the Owner to contract with the lowest “responsible bidder”. The Construction Manager will also determine from the bidders if there are any additional cost savings that may be available through product substitutions or alternative methods of work. These cost saving items will be reviewed with the Architect and the Owner and a determination will be made as to whether to incorporate these changes into the project.
