Who decides how much gas transit capacity should be built?
Since there are no EU transmission system operators and no planning or security standards for cross-border or transit infrastructure, the planning and building of such infrastructure is left to the market. Regulators have a role to play in stimulating new cross-border infrastructure through providing a favourable climate for new investment. However, since there is no coherent EU-wide regulatory framework for this, the possibility exists for a regulatory gap to emerge, whereby each regulator operates according to its own domestic obligations without being obliged or in a position to consider the wider benefits to customers in other countries of providing cross-border infrastructure.
