Who decided whether Consortia had the capacity to deliver Diplomas?
A. Regional experts – lead officials in Government Offices, Learning and Skills Councils, Higher Education, Diploma Development Partnerships, Qualifications and Curriculum Authority and Department for Education and Skills personnel. Panels had access to comprehensive information and independent assessments in addition to their individual expertise, and were therefore in a good position to judge the applications and make their recommendations.
