Who deals with pollution control issues?
The planning and pollution control systems are separate but complementary. Both are designed to protect the environment from the potential harm caused by development and operations, but with different objectives. Specifically, the Environment Agency has responsibility for the issuing of waste management licences that authorise the treatment, keeping or disposal of controlled waste in or on specified land. This licence will also specify the types of waste that can be managed on site to protect the quality of groundwater. Certain small types of operation are exempt from licensing.
