Living Greyhawk works in a tiered Hierarchy system. There is a “cicle” that runs the overall game, approving core modules and overall rule changes. Each region has their own circle, called a “triad”. The triad determines rules for their own region, such as regional modules. In the end, however, it all comes back to Wizards of the Coast.
