The Environment Agency (EA) is the regulator for all waste facilities and uses the very tough Pollution Prevention and Control legislation to control and monitor operations and emissions. The EA has legal powers to prosecute any organisation that does not operate within the conditions set out in the Integrated Pollution Prevention and Control (IPPC) authorisation. The Barnstaple EfW facility operators will have to apply for and subsequently operate under an IPPC permit.
