The DCSF guidance states: • for pupils under 11 the parent or those with parental responsibility determines the Ethnic Background Group • for pupils aged 11 – 15 the parent, or those with parental responsibility, and child should choose the Ethnic Background Group together • for pupils aged 16 or over the pupil should make his or her own decision.
