Who can use SOLAR?
Head Start/Early Head Start directors and/or members of the program’s management team. While the directors of some programs use SOLAR on their own, the process works best if you involve others in preliminary planning and in using the SOLAR Profiler and SOLAR Planner. Federal, T/TA Network staff and Head Start State Collaboration directors can also access SOLAR. They cannot access specific data about the program on staff, but they can generate overview reports about regional and national skill levels. These reports are completely anonymous and do not contain any individual program identifiers.
