Who can submit TWIA applications?

Any agent holding a Texas Local Recording Agent’s license can submit an application on behalf of the applicant. An out-of-state agent must be licensed with the Texas Department of Insurance (TDI) and must hold either a Texas Local Recording Agent’s license or have a Texas non-residence license to do business in the State of Texas. (Please note, TWIA does not have agents contracted to sell policies for them. By state statute, agents properly licensed through TDI represent the insured (not TWIA) in the insurance buying transaction for coverage placed with TWIA. This also means agents have no binding authority on behalf of TWIA and only TWIA employees can bind coverage on behalf of TWIA.
