The Scoutmaster or anyone he designates can sign off on the requirements for rank advancement. Merit badge counselors can sign off on the requirements for the merit badges that they are registered to teach. If you or someone in your family has expertise in an area related to a merit badge and would like to teach, please contact the advancement chairman. He will be able to instruct you on how to get started.
