The Encroachment Permit can only be issued to a licensed contractor. Although the property owner may drop off the forms (and pay for the Permit, in cases in which a payment is required), the licensed contractor who will be doing the work must fill out his or her Contractor information and provide all required signatures on the form. Contractors carrying out work on an Encroachment Permit must have a valid Albany Business License at the time of Permit issuance (i.e., Business License verification cannot be deferred). Business License application forms are available from Albany’s Finance Department (510) 528-5730.
