7While the Town Hall Meeting are open to the public, only “Citizens of the Villages at Mt. Hood” may vote (but no proxies are accepted!). A Citizen is defined as someone who 1) lives, or 2) owns property or 3) runs a business within the area that is the Villages at Mt.
