• In order to clarify what has been an on-going question regarding rabies vaccinations, the Board requested an official opinion from the Office of General Counsel at the Department of Health & Environmental Control (DHEC). The opinion has been rendered and states, unequivocally, that only a licensed veterinarian may administer the rabies vaccine. • The veterinarian is required to sign a certificate of vaccination, keep a copy of it on file for not less than three years, furnish a serially numbered metal tag and report the number of animals inoculated to the department. • Rabies vaccination records shall comply with all DHEC requirements, including, but not limited to record content, record retention, public health record retrieval request responses, location of records and ownership of records. Compliance with all DHEC requirements is the professional responsibility of the veterinarian performing the vaccination and signing the rabies certificate. S.C. Code of Regs. 120-8(B)(4) • Inter
