Who can get chemical agents?
Chemical agents are fairly easy to access or to produce using readily available commercial materials and technologies. In fact, information on how to make such weapons has been available in scientific literature for decades and is now posted on the Internet, and experts say many of the raw materials are not hard to obtain. Such agents can be produced in commercial facilities, including dairies and wineries for biological weapons and fertilizer factories and chemical and pharmaceutical plants for chemical weapons. Still, many say chemical weapons are not easy to acquire or use. Synthesizing chemical warfare agents may be difficult, particularly in home laboratories, and these super toxic chemicals are extremely dangerous to handle and deliver in the large quantities needed to inflict mass casualties.
