A BCI background check can be conducted on anyone who requests the check. The FBI check can only be conducted when state legislation has been passed requiring the FBI check. The legislation must be approved by the FBI. BCI cannot process FBI background checks for individuals seeking employment, licensing, or volunteering in other states. If the reason for the background check request is not on the list of FBI reason codes on the WebCheck workstation, a background check must be submitted to the FBI under the Freedom of Information Act.
