Who can gather signatures?
To gather signatures, you must be either (a) registered to vote in the state of California, or (b) eligible to register to vote in the state of California. You are eligible to register to vote in the state of California if you: (1) are a United States citizen; (2) are a resident of California; (3) are at least 18 years of age; (4) are not in prison or on parole for a felony conviction; and (4) have not have been judged by a court to be mentally incompetent.
