Anyone from any country who is at least 18 years of age as of August 7, 2008, may register and attend. Anyone who will be at least 14 years of age as of the same date may register and attend, provided that they have a registered chaperone who is at least 21 years of age, and a guardians permission if that chaperone is not their legal guardian.
