Any Australian citizen or permanent resident with a degree from a recognised university who graduated in 2007 or 2008 can apply.

Anyone can apply for permanent residence as independent applicant. If you are visiting Canada and decide that you want to live in Canada, you will be required to apply for permanent residence from abroad.
