A local authority or a registered social landlord may make an application for an ASBO if it appears to them that a person aged 12 or over has acted in an antisocial manner or pursued a course of antisocial conduct that caused or was likely to cause alarm or distress. Registered social landlords can only apply if the behaviour is in or around their premises. The police must be consulted on all applications and there are additional requirements if the case involves a person aged under 16.
