Who came up with the concept of building Venice, Italy with “Roads” of water?
Venice is 2 millennia old. It would be impossible to find the single person who came up with concept of building Venice as a city with roads of water. They didn’t start out like that, Originally, the inhabitants fled to scattered islands in the lagoon to get away from barbarian invaders (the ones who toppled the Roman Empire). Originally they were just living on the islands as they found them, with channels of water as nature made them. But over time, the houses got bigger, and each house began to have its own dock because everybody needed a boat to get between the islands. And the docks joined up, and they built up the land behind them to put bigger houses on. And after time, you ended up with straight-sided channels behaving as roads. But they were not built by cutting channels through the land, they were built by building up the land, narrowing and controlling the channels (which incidentally deepened them as the current had to go through a narrower space).
