Who bills the customer for pre-selected calls?
All carriage service providers participating in the routing of a pre-selectable call are reimbursed by the pre-selected carriage service provider who bills the end customer. The customer is billed only once for each call regardless of how many carriage service providers are involved. If there is conflict between carriers for interconnection charges, signal carriage charges, etc, the ACCC will act as the arbitrator unless the parties can agree on another arbitrator.
