Who are victims of hate incidents/hate crimes?
Victim(s) of hate incident(s) do not have to be a member of a minority group or someone who is generally considered to be ‘vulnerable’ but anyone associated with or supporting a victim. For example, the friends of a minority ethnic person, a lesbian or gay man or refugee may be victimised because of their association.
