Who Are the Real Terrorists in the Middle East?
Human Rights: The basic rule is article 48 of Protocol I of 1977 additional to the 4th Geneva Convention, which obliges belligerents to distinguish between the civilian population and combatants, and article 51 which prohibits indiscriminate attacks. Articles 146 and 147 of the 4th Geneva Convention and article 85 of Protocol I require that States themselves repress and punish breaches. The international community must demand that Israel punish its commanders and that the US stop supplying arms to Israel.
