Who are the consultants in India with experince in setting up HR processess within Government / quasi govt organizations?
Please check with retired HR chiefs of similar organizations. Old telephone directories or websites (not updated) are good source. They know the issues, rules and dynamics. What they were not allowed to do in their lifetime, they may try implementing those concepts and practices together with their proven competence. They are available in large numbers in capital regions. However, most of them may need enough persuasion to accept such assignments. People with experiences in other sectors may not be interested in such consultancy assignments due to: 1. Payment and evaluation method, 2. Value for their contribution, 3. Limited control over implementation.
