This happens for a few reasons: money, better equipped laboratories, ability to focus on research with limited beaurocracy, unlike many academic institutions. Even the big Institutes have more and more problems with keeping the brightest, and here one of the reasons is that there is limited ability for professional advancement from a young post-doc to a group leader. So people go to where they can grow professionally.
