Who and what process was involved in technical planning and system design?
The Outdoor Advertising Manager and individuals from the Bureau of Computer Services, were involved in planning the system with the contractor. The Outdoor Advertising Section of the Office of Right of Way met with the contractor to define what the system needed to be able to do. The Bureau of Computer Services (BCS) was responsible for securing equipment and servers and with the long-term maintenance of the system. The group did not, however, formally organize itself into a “planning team”. These individuals had knowledge of the development of the system, but there was not a firm commitment to operating as a design team. There was not a formal iterative process of meeting with the contractor and exchanging and evolving the contractor’s plans. The Outdoor Advertising Section ended up working most closely with the contractor with little input – administrative or technical – from other ROW or BCS staff in managing the contractor’s efforts. How long to develop system? The system took sixt
