No. You must have a Post-Graduation Work Permit (or a valid Off-Campus Work Permit) in order to legally work under the Post-Graduation Work Permit program. Please note that you cannot volunteer for any position that someone would normally be paid for (if you did volunteer, you would be in violation of Citizenship and Immigration Canada’s regulations).
