I like this question. Both. A nuclear explosion is like downing a dozen of the worst bottles of moonshine you’ve ever drank…. EMP is the hangover. WMDs are no bueno. EMPs are no bueno. WMDs that emit an EMP are doubly no bueno. The good thing about Nuclear weaponry is that dropping one makes such a strong, aggressive political statement that it MUST be used with discretion. If N. Korea unloads one on our east coast -for example – the U.S. & our allies will likely return the favor tenfold. There’s no glory in blowing a country to bits, if it results in your own country being blown to bits. This is true for nearly every country. Mutually assured destruction keeps WMD use at bay. Unlike AK47s, BLU-82 Commando Vaults, ballistic missiles, assault rifles, napalm, cluster bombs – which, statistically, are the larger threat – don’t make as large of a political statement unless it’s fired in the face of a political dignitary.
