To migrate from Business Objects 6.5 to XI 3.x, you have to use Import Wizard. There is no other option unless you can afford to pay for a third party tool. To upgrade from XI R1/XI R2, you can either use Import Wizard or backup CMS database & File Store on XI R1/R2 and restore it on XI 3.x.
