WHICH TACTICS WERE USED TO PROMOTE NEGOTIATION AS A MEANS OF PREVENTING CONFLICT/DAMAGE AND ESCALATION?
As regards ozone depletion a core group of some industrialized countries started on the basis of scientific advice and some support from the media a campaign of awareness-raising and a process of rule-making (domestic and international). This process gained momentum and broadened when business had alternative substances at its disposal. A further accelerating and broadening factor was the special treatment to be granted to developing countries (financial and technological assistance as an incentive, trade bans as a disincentive). Another element of success was the significant role played by the competent international organization (UNEP). As this organization was led by a dynamic personality from a developing country, UNEP Secretary-General Mohammed Tolba, many developing countries had the feeling not to be betrayed by the early promoters of the negotiation, mainly countries in the North. As regards specific tactics used in promoting negotiation the main device was the tailor-made trea
