The United States Department of Transportation issues regulations regarding time zone boundaries. According to 49 CFR 71.10, the Pacific time zone is defined as “that part of the continental United States that is west of the boundary line between the mountain and Pacific standard time zones described in Sec. 71.9, but does not include any part of the State of Alaska.” (http://edocket.access.gpo.gov/cfr_2007/octqtr/49cfr71.10.htm) All of the states of California and Washington are in the Pacific time zone. Northern Idaho is also in the zone, as is all of Nevada except for the city of West Wendover, and most of Oregon except for much of Malheur County. West Wendover, Nevada was added to the Pacific time zone in 1999 because of its longstanding ties to Wendover, Utah, which has always been in the Mountain time zone. All of California and Washington and most of Nevada and Oregon observe Pacific Standard Time (PST). Additionally, the northern panhandle of Idaho observes Pacific Time. The Pacific Time Zone is eight hours behind Coordinated Universal Time (UTC). In Nevada, the towns of West Wendover and Jackpot observe Mountain Time. West Wendover is a small town (population 4,721 in the 2000 Census) in Elko County on the border of Nevada and Utah. Because the town is contiguous with the larger town of Wendover, Utah the U.S. Department of Transportation moved West Wendover to the Mountain Time Zone in October 1999. Jackpot, Nevada is also located in Elko County and is on the state’s northern border with Idaho. Because of economic ties with Idaho the town observes Mountain Time but is still considered to be in the Pacific Time Zone because the Department of Commerce has not taken a similar action to that for West Wendover.
