The United States Department of Transportation issues regulations regarding time zone boundaries. According to 49 CFR 71.10, the Pacific time zone is defined as “that part of the continental United States that is west of the boundary line between the mountain and Pacific standard time zones described in Sec. 71.9, but does not include any part of the State of Alaska.” (http://edocket.access.gpo.gov/cfr_2007/octqtr/49cfr71.10.htm) All of the states of California and Washington are in the Pacific time zone. Jackpot, Nevada is also located in Elko County and is on the state’s northern border with Idaho. Because of economic ties with Idaho the town observes Mountain Time but is still considered to be in the Pacific Time Zone because the Department of Commerce has not taken a similar action to that for West Wendover. Malheur County in the southeast corner of Oregon observes Mountain Time because
