Federation does feature both Zephram Cochran and the crew of TNG…. but I don’t think they ever actually met. The book goes back and forth between the two eras, TOS and TNG, and through some time-travel-anomaly, the two crews work together to solve the same problem, without ever actually meeting face to face. And the TOS crew does pick up Cochran for a second time (the first being the episode Metamorphosis). I distinctly remember something about him being horrified by the concept of a transporter.
