Which report is universally accepted Belmont Report or Declaration of Helsintri? What is the difference between two?

CHP: Both of these reports are universally accepted as far as I know. The major difference is that the Belmont report of 1979 has not changed as it deals with basic concepts. The world Medical Association “Helsinki Declaration” (named for the first meeting place only) gets revised every 2-5 years as it not only deals with some general concepts but reflects new wrinkles from time to time.
