Faced with declining federal highway aid and stagnant fuel tax collections, North Dakota lawmakers are considering major changes in the state’s tax structure to provide more money for road repairs. “I believe our infrastructure, not that far in the future, could be reaching a crisis if we don’t at least start to act now,” said Rep. Robin Weisz, R-Hurdsfield. “This system has to get more money.” The House Transportation Committee on Thursday reviewed two proposals for shifting money from North Dakota’s 5 percent motor vehicle excise tax into a fund that’s used to pay for state, county and city road work. One bill, sponsored by Rep. Jerome Kelsh, D-Fullerton, would transfer all excise tax collections into the state’s highway tax distribution fund. Budget analysts are expecting the state will collect $129.5 million in excise taxes during the next two years.
