There are hydrated ions which are surrounded by water molecules and when a solute or a substance is dissolved in water, the atoms of water molecules are disassociated and negative ions or hydroxyl ions of water surrounds the positive ion of the solute and the positive hydrogen ions surrounds the negative ions of the solute.
